济南大东环明年开工 现绕城高速成内环 或逐步免费   18日,记者从济南市交通运输局获悉,为缓解济南市区的交通压力,实现市区路网和外围公路网的高效连接,经过反复研究论证,济南市最终形成了“高快一体”路网规划,将打造“内、外”两个绕城高速环线。据悉,济南绕城高速大东环已报请省政府,目前正待确定投资人,计划2017年初开工。该项目北起青银高速唐王枢纽立交,向东南依次经过102省道、309国道,南接曹范互通立交。   打造内外2个绕城环线   18日下午,济南市交通运输局相关工作人员介绍,济南正在积极推进济南至泰安高速、济乐高速南延、济南绕城高速大东环等项目。据悉,这些项目建成后,济南将逐步形成“内、外”两个绕城高速环线。   该工作人员介绍,现在的绕城高速为内环高速,将来主要是服务市区出行;新建的大东环、大西环和已有的大北环,形成外环高速,主要是疏解过境车辆。根据今年1月6日城市交通工作专题会议上交警部门提供的监测数据,去年中秋节一周,济南有21万辆外地车在市区通行。当然,这其中除了过境车辆,还有将济南市区作为目的地的车辆。   “这些项目建成后,济南市将形成‘二环十二射’高速公路路网。”该工作人员说,过境车辆减少后,市区交通压力必将大大缓解,从而为实现“打造四个中心、建设现代泉城”的发展目标提供强有力的交通运输支撑和保障。   大东环预计2020年建成   据悉,内环高速就是现在的绕城高速,北线是老济青线槐荫枢纽至小许家立交段;西线是京福高速从槐荫枢纽到殷家林立交;南线就是南绕城,从殷家林立交到港沟枢纽;东线就是现在的东绕城。“大外环北线指青银高速,从晏城到唐王枢纽立交;大东环北起唐王枢纽立交,南接曹范互通立交。”该工作人员说,大西环还得再等等,大南环因为都在山区,建设难度较大,现在已经基本不再提及。   “即将开工的就是大东环。”该工作人员说,该项目已报请省政府,目前正待确定投资人。   据悉,大东环即京沪高速公路济南东绕城并行线工程,是山东省高速公路网中长期规划(2015-2030年)中的重要组成部分,路线北起青银高速唐王枢纽立交,向东南依次经过102省道、309国道,在项目终点位置,改造济莱高速公路曹范互通立交,与济莱高速公路连接。   该项目路线全长约23.6公里,建设标准为双向六车道高速公路,设计速度120公里 小时,路基宽度34.5米,拟设互通立交6处、分离立交8处,停车区1处、养护工区1处、监控通信分中心1处、匝道收费站4处。大东环项目计划2017年初开工,建设工期36个月,项目估算投资总金额约30.9亿元。   东绕城将变城市“内环”   “大东环建成后,从北京去往上海方向的车辆可以直接通过京沪高速走大北环,然后经过大东环到济青南线。”济南市交通运输局相关负责人说,青岛方向去往银川方向的车辆同样可以走大东环。他介绍,增加了这样一条交通大动脉,章丘和历城区的发展将被注入新的活力,这将成为一条快速经济通道。   对于市民来说,解决了过境车辆的问题,现有的东绕城高速自然成了“内环”高速。“到时候东绕城免费通行,济南又多了一条穿城通道。”业内人士称,这也有助于东部城区发展提速,进一步扩大济南市区的范围。他认为,目前东绕城无法实行免费,或与没有其他通道有关。   据了解,东绕城高速1999年国庆节前建成通车并开始收费;2009年,东绕城高速收费期限延长5年至2014年11月9日;2013年,根据山东省政府印发的《关于同意延长青银高速公路济南绕城北线收费期限的批复》,济南绕城高速东线暂时延长收费期限1年,收费期限延长至2015年11月9日。去年开始,东绕城高速已经整体划归齐鲁交通发展集团管理。   根据交通运输部发布的《收费公路管理条例》修订稿,政府收费的高速公路实行统借统还,收费期限以路网实际偿债期确定,不再受具体年限限制,偿债期、经营期届满后,实行养护管理收费。   绕城高速免费成未来趋势   9月1日零时开始,绕城高速公路北线(济广高速公路)二环北路段免费通行。据悉,此次免费只针对悬挂鲁A、鲁O、鲁W牌照并安装不停车收费电子标签(使用鲁通卡)的客车,免费车辆必须通过ETC(不停车收费)专用车道进出。   “这一距离中心城区最近的绕城北线试行免费,为主城区增加了一条东西向快速路,有助于打通各条快速路之间的联系,提升城区快速路的通行效率,对缓解城市拥堵、完善城市快速路网,实施北跨战略、促进沿线区域经济发展等方面,都具有重要的现实意义。”济南交通运输局相关工作人员说,目前其他绕城高速暂无明确的免费计划和时间表。   业内专家指出,目前济南的市区范围已经延伸到了绕城高速以外,未来随着章丘撤市设区以及高新区、历城区、长清区的发展,济南的城区规模将进一步扩大,现有绕城高速成为城市“内环”是必然趋势。“以后‘内环’服务城区,将成为新的城市快速路,免费是趋势。”他表示。   (生活日报记者 王健)相关的主题文章:
